The blossoming Spring has brought forth a fruitful Autumn and abundant yield. In this harvest season, we gather in the historical and scenic city of Chengdu, to look back on the 60 years of growth of CC7, and to look forward to a new era and journey of development, to further deepen our cooperation and exchange, and jointly discuss a development plan of lasting importance. Today, our humble venue is packed with distinguished visitors, whose presence lights up the room. On behalf of CC7, I would like to extend a warm welcome to all the distinguished guests! I would like to express my heartfelt thanks to all the leaders of their respective levels and all the guests who have long cared for and supported the development of CC7!
In 1964, to serve the construction of the national industrial system and address the people’s basic needs (namely to put food on their tables and clothes on their backs), CC7 was established in Luzhou, a city on the banks of the Yangtze River, thereby embarking on a new and magnificent journey of development.
For 60 years, we at CC7 have remained true to our original aspirations and worked tirelessly to build up the enterprise, always forging ahead on the path of perseverance.
From 1964 to 1983, CC7 took the construction of the Lutianhua project as the starting point, and undertook the construction of the first large-scale fertilizer plant in China with technology from the West, breaking the assertion that “Chinese people are not capable of building large-scale fertilizers”, providing a solid guarantee for China's grain production and further growth. After that, CC7 moved on to construct the Sichuan Dyestuff Plant in Chongqing, which added color to the clothes on back of the Chinese people. 1980, in response to the call of the state, CC7 went past Yangguan in the west to support the construction efforts to develop the Northwest China, and undertook the key project during the Sixth Five-Year Plan period, which was the largest fertilizer plant in China at that time – the Urumqi Petrochemical Complex. Since then, CC7 has ventured east to the Zhejiang region, north to Kunlun and south to Yunnan and Guizhou, and built a number of “China's firsts”, which greatly contributed to enhancing China’s ability and level of production of chemical plants.
For 60 years, we at CC7 have been resolutely enterprising, taking on their respective roles and responsibilities, always forging ahead on the path of entrepreneurship.
From 1984 to 2016, to implement the spirit of the Third Plenary Session of the Eleventh Central Committee, CC7 was the first in the industry to go abroad through international bidding and undertook the construction of Chittagong Fertilizer Plant in Bangladesh as the first steppingstone in implementing the “Go Out” policy, which enabled CC7 to “set sail for the overseas”. In 2010, CC7 entered the European market for the first time and implemented the TAF Fertilizer Project, which was praised as a “Star Project Built by a Chinese Enterprise” by People's Daily. In 2013, China put forward the “Belt and Road” initiative. As an active practitioner of this great initiative, following the leadership of CNCEC, CC7 has always adhered to the principle of “Extensive Consultation, Joint Contribution, and Shared Benefits”, actively integrate itself into the “Belt and Road” initiative, and taken the philosophy that states “when undertake a project, build a monument, expand a market, and make friends in a region” as the basis of its policy. CC7 has undertaken a number of major projects with global influence, and made positive contributions to China’s chemical industry and infrastructure construction sector along the route.
For 60 years, we at CC7 have been observing and innovating, transforming and making upgrades, always forging ahead on the path of development.
From 2017 to 2023, CC7 has been consistently integrating resources, expanding and consolidating its “sphere of influence”. 2017 saw the successful signing of the Afipski Hydrocracking Project, successfully carrying out CC7’s splendid transformation from a general contractor for the construction of international engineering projects to an EPC contractor for international engineering projects, and undertaking the world's largest single-unit refinery project, the world's largest ethylene production complex, the world's highest single contract value in the petrochemical field, and the highest-value contract signed by a Chinese enterprise under the “Go Out” strategy. With decades of in-depth experience working in the industry and integrating global resources, CC7 has built nearly 90 large and medium-sized high-quality projects in more than 20 countries and regions around the world, each a monument of high-quality development. In 2023, CC7 proposed to build a new “One Body and Two Wings” development pattern, and to comprehensively build a world-class enterprise with international competitiveness and influence. It has been sixty momentous years of toiling away through nights and days. From engaging in the “Third Front” construction work and leveraging the advantage of national reform, to galloping in the international market and implementing the “Belt and Road” initiative, CC7 was born for China and has always marched alongside China. With 60 years of hard work, CC7 has achieved 60-years-worth of glory. CC7 has received more than 100 honors at the provincial and ministerial levels, such as China’s May 1st Labor Medal, the National Quality Engineering Gold Medal, China’s Luban Award for engineering and construction, among the firsts to receive the “Luban Award for Overseas Engineering”, and the title “Meritorious Enterprises” in Celebration of the 70th Anniversary of the Founding of the People's Republic of China. We are well aware that all achievements and progress lie fundamentally in the strong leadership of the State-owned Assets Supervision and Administration Commission (SASAC) and CNCEC, the strong support of local governments at all levels, the sincere cooperation of domestic and foreign partners, sister companies, institutions of higher learning and from all walks of life, as well as the hard work and selfless devotion of the majority of CC7s cadres and workers, their families, and our retired comrades. On behalf of CC7, I dedicate my most sincere thanks and highest respect to you!
As the years go by, new chapters are written from day to day. Under the unprecedented change of a century, a new era is coming, and we still have a long way to go on this new journey. As a central state-owned enterprise, CC7 is aware of the heavy burden, and shall actively serve the grand scheme of national development, and be determined to make greater contributions to the construction of a strong country and the nation’s rejuvenation.
In the new and lofty journey, we firmly believe in serving the “National Strategy”, so that CC7's development will be stable and far-reaching.
CC7 will actively integrate itself with the national strategy, focus on the main responsibilities and business, seize the market opportunities such as the upgrading of the traditional chemical industry, “retreat of chemical plants from the city to industry parks” and the construction of “Zero-Waste Cities”, and leverage the “two-wheel driving forces” that are technological innovation and management innovation, to implement the “T+EPC” model, to help the chemical industry transform and upgrade itself in a high-end, green and intelligent way. Meanwhile, as a pioneer and front-runner in the implementation of the “Go Out” strategy, CC7 will continue to promote the realization of the “Belt and Road” initiative from a grand concept to detail executions, turn blueprints into a real-life scenery, and commit itself to “introducing” advanced technology and energy products, and the help China's solutions and equipment “Go Out” of China. We will actively implement the new development concept, practice social responsibility to high standard, deepen cooperation in green infrastructure, green energy, green transportation and other fields, and embrace the new development of a higher quality and at a higher level in realizing the “Belt and Road” initiative together.
In the new and lofty journey, we firmly believe in putting the “National Priority” into practice, so that CC7's development will be fast and steady.
CC7 will bear in mind “National Priority”, adhering to CNCEC’s “1+3+5” development strategy, leveraging on its own advantages, with the goal of “Driving progress with innovation, bring prosperity to the enterprise through industrial projects”, focusing on green energy with cutting-edge technological innovation as the driving force, high-end chemicals with resource security as the prerequisite, and circular economy led by advanced environmental protection technology. The saying goes that “a fine sword takes ten years to sharpen”. With firm determination and tenacity, CC7 plays a leading role with technological innovation, continuously strengthens its key position in the sector of technological innovation, accelerates the transformation of scientific research achievements into real productivity, actively make strategic placements in emerging and future industries, and fosters new productive forces based on local conditions. Through the “investment in overseas resources”, “investment in industrial construction” and “investment in technology transformation” to strategically place itself in the industry, pay equal attention to the advantage of its core business of engineering and industrial development, and speed up CC7's high-quality development.
In the new and lofty journey, we firmly believe in “win-win cooperation”, so that CC7's development potential will be unlimited and endless.
This conference is an important occasion for CC7 to promote high-quality cooperation and exchange under the "Belt and Road" initiative, and it is a crucial meeting for us to make progress and move forward to a deeper level of cooperation hand in hand. We will uphold the concept of "win-win cooperation and mutually beneficial coexistence”, and jointly draw a magnificent picture join hands and march on toward a distant future. We will continue to adhere to the execution concept of "fulfill promises and deliver results", act with a more open mind and more unremitting efforts, engage in in-depth dialogues with all the guests and partners here to jointly explore ways to promote the construction of the "Belt and Road" initiative to achieve more fruitful results in the new era, and make positive contributions to building a community of shared destiny based on green development with the countries and regions along the "Belt and Road".
We have been through sixty momentous and intense years, and we will continue to build a new chapter without fearing the wind and waves. To all the leaders and guests here, as CC7 stands at a new historical starting point, we will take CNCEC's ‘One-Three-Five’ strategy as the lead principle, serve the ‘big picture’ of national development, carry out the mission and fulfill the responsibilities as a central state-owned enterprise, continue to strive to become a world-class international EPC contractor and resource integrator, and create a new pattern of high-quality development.
